Does it feel odd to tag a view of a male character's balls through their shorts as upskirt? Yeah, kinda. It's not perfectly correct. I still think that this is the right way to go for tag organization's sake and not missing anything in future cleanups. You can already see the effect of tag splintering causing upshorts to miss implicating the clothed tag, for instance.
