I've gotten permission from an Artist to dub over their animation; my question is, would I be able to upload the fandubbed animation; and then put the original animation as a parent post?

yes.
but make sure you keep the video the same quality as the original (resolution, encoding, etc), or it will be deleted for being inferior.
