being unable to cum doesn't automatically mean orgasm_denial.

sometimes you just can't cum. while orgasm denial requires the orgasm to be denied.

Being unable to cum (be it from exhaustion, medication, etc) is entirely different then being unable to cum because a partner removes stimuli, the character themselves removes the stimulus, or through other means of stopping it.

I agree with the others. Anorgasmia and orgasm denial are different things with different niches, and I think they're different enough that an implication doesn't really work.
