Interestingly, suggestive_topwear and suggestive_shirt do have wiki descriptions, which establish the latter usage is the correct one. suggestive_clothing could use a cleanup to bring it in line with the others, but I think a rename may also be warranted, since sexually explicit messages are hardly "suggestive".

Suggestive_clothing is a good umbrella tag
Instead of dicing the tag itself up, you can go after the individual niches and give them their own tags that can implicate the big umbrella
