is there any adult art website that has a similar layout with tags/rating as e621 but not entirely focused on furry art? Rule34 doesn't have upvotes so there's a lot of browsing through low quality stuff (thank god for AI filter tho)

Pretty much R34 or bust on this one. e621 is the most curated of the bunch for better and for worse so the level of quality for outside platforms is going to vary considerably.
Otherwise, your best bet honestly are sites like DeviantArt, H-Foundry, or other gallery sites.
