I've gone ahead and moved the character tags over manually. I would limit this alias to just the artist name since a) a user who types in just penelope_( or the other character names will see the character_(artist) tag populate in the suggested tag dropdown, and b) it limits some of the narrower aliases for things that could change again later like artist names (those character aliases would all need to be unaliased and realiased if the artist changes their name again).

Please trim your BUR down to just aliasing the artist name.
