I just downloaded everything I can off of this artists fanbox but they have been inactive for over a year. Their last fanbox post was in January 2021, last tweet in november 2021, and last pixiv post in november 2021.

So I want to post all the content from them that I have since it seems they've been offline for a very long time and likely wont be logging back in. Is that ok?

The site doesn't grant exceptions for paysite content, unless permission is given by the artist in question. If an artist is listed as DNP, then they're DNP for the site's lifetime.

Not until it falls out of copyright, or whoever inherits ownership or their copyrights willingly allows it.

No normal exceptions for that, either. Assuming the artist isn't on the DNP list already, only the publicly available content can be posted here.
