The penises_touching tag is an umbrella term for all instances of two or more penises making contact, whereas frottage is more narrowly defined, with possible requirements such as having an erection according to the wiki. Frotting may also require some intentionality of the act, rather than penises just happening to make contact in the midst of other activities like double_anal.

These BURs aim to move cock_on_cock to the broader umbrella term to avoid potential mistags and because the synonymous penis_on_penis is already an alias for it. A follow-up BUR will be required since an alias cannot be unaliased and realiased to a different tag in the same one.
