Topic: Would this meet the minimum requirements for a post?

Short answer: No. I'm afraid TheGreatWolfgang is right. The skill level of the art isn't quite up to snuff to be accepted here.

Long answer:

Be warned. This will sting a bit.

The coloring is good, bold, and within the lines. The bill's perspective is pretty good, at least before it reaches the eyes. No compression, but it's a .png, so there shouldn't be. The idea is certainly imaginative and worth pursuing.

On the other hand, the design needs further refinement. The lines are a bit rough and uneven in thickness on the right arm, which might work on a less abstract design, but here brings down the apparent quality of the picture. Quite frankly, the text doesn't look the best; the artist would have been better off typing it out.

The eyes could use some perspective (the farther one should look smaller than the closer, and its appearance should also be shaped by the bridge of the bill being partially in the way), which would help the bill look less like it was smashed to the side of the head. The neck could use some better definition, including perspective-wise. The construction of the body looks like it's turned towards our left, but the wingpit to our right/the character's left needs some better definition, including a line going into the body to prevent the shoulders looking like they're straight on to us and also to prevent the lower body from looking stunted on that side. The right wing's construction is pretty decent, but the left's contrasts too much, in large part due to that wingpit.

There is promise here, but I don't think this particular picture will make it in. Which isn't a bad thing overall, actually. Every artist is in a constant state of practice, practice, practice, no matter how good they are, and all of us have been at these levels before.
