It's a pretty good idea. I do wonder about flipping it to go the other direction. Just because "glaring" mostly means just the action, so it is less ambiguous what meaning is intended when you see the tag by itself in the list.

While "glare" has a lesser used secondary meaning for the visual/light/reflective effect, sometimes seen or used for effect in photography and art.

Both should probably have a way to tag them. But using "glaring" for the action would probably be less ambiguous in practice. And then some other way to tag the visual effect.

Fortunately, those light effects are all distinctly labelled and well-used. lens_flare is probably the most common one that you're referring to
