"Big ben" and "clock tower" both mean almost the same. According to the wiki page, Big Ben is the nickname for the Great Bell of the clock at the north end of the Palace of Westminster in London and is usually extended to refer to both the clock and the clock tower. It was the largest bell in the United Kingdom for 23 years. On the other hand, clock tower is a tower, typically forming part of a church or civic building, with a large clock at the top. I don't think "big ben" and "clock tower" tags should be aliased together, so I'll just leave them alone.

You don't need to tell us this. The wikis for big_ben and clock_tower already mentions this.

I mean, in whatever case these tags really are not that similar. clock_tower is a more general tag for clocktowers in general and big_ben is used for the specific landmark.

saying that these tags are too similar is like saying empire_state_building is too similar to skyscraper.

If you want to ak-shoo-ally it, Big Ben's clock tower is called the Elizabeth Tower. Before 2012, it was the Clock Tower, so this would have been a case for disambiguation back then.
