The deep_penetration tag is extremely commonly misused for "regular" balls deep penetration etc. instead of what it was intended to do.

The tag should IMO be renamed to something more descriptive to avoid that or removed entirely.

Fix the mistags. Optionally, message any usual suspects and remind them that's not how the tag is used.

A tag that serves a purpose but gets misused a lot is not grounds for completely invalidating them.
