For same reason for why people draw anthros with any human-like trait that is not present on the actual animal.
Lots of reasons. Style- digi might not mesh correctly with very humanoid torsos or give the characters a 'satyr' appearance. Practicality- pants and shoes for digi characters can be a pain in the ass to make them not look stupid. Preference- some people just prefer human legs. Thematic reasons- digi legs look more 'beastly' so they can be used to designate 'civilized' anthros from gnolls/weres/etc.

I've always been frustrated by Bethesda making plantigrade khajiits and with short fur and stuff tail and all that

That's a combination of style and practicality, but a different kind than what I already mentioned. In those games the models need to be able to wear the clothing in the game. It's much harder to do that for digi characters since the legwear will need to be modified and refitted to look right. If the models basically have human-shaped legs on tiptoe pants might look fine, but if they're posed with a slight crouch, skirts might warp in weird ways (the Morrowind khajiit are an example of this). If the models have legs with animal proportions then leg wear will definitely need to be modified. In both cases footwear will need to be redesigned. And then there's hit-boxes and physics to take into account as well. This is obviously very possible to do, but when you're budgeting time and money it makes sense to prioritize other aspects of the game before doing these cosmetic fixes.

Feet are sexy, and come in different flavors. :V
In short: it's easier. And sometimes digitigrade characters do not fit into the style (as already noted above).
p.s everyone has different tastes. Blame someone for drawing plantigrade/digitigrade - wrong.

They aren't actually tits. They're the Argonian version of an anglerfish's lightbulb, luring in their prey (primarily human and elven males) to devour them.
