hello there and thanks for trying to play the file :)

unfortunately Ruffle is not an option for me because my browser does not support it

however i do notice that some other SWF videos from Tiarawhy have been successfully converted to WEBM

what method might have been used to convert this file?

Normally, I would, but this is spammy MLP stuff, so no.
Do it yourself with Ruffle, Swivel or just record your screen with Flash projector running.

Wouldn't that count as a screen recording and be rejected?

If it is for personal use or shared outside e621, then it wouldn't really matter.
Derpibooru exsists.

Like that pool already has 19 SWF Flash posts with essentially exact same animation, even with the enlarged max 10 same base posts instead of old 5, some of the uploads would be deleted regardless if uploaded here.
These would need to be uploaded to MEGA or similar and linked in pool description.

e621 really should implement Ruffle, the compatibility nowadays is great, and they are about to reach feature parity with the last version of Flash

See discussions on topic #22535, or rather, bring your comments over there since it has nothing to do with this current topic.
The problem is not with compatibility, our (only, volunteer) developer is reluctant to implement Ruffle because it will require a downgrade of our Content Security Policy and will need constant testing and patching for security flaws among other things.
