I converted https://e621.net/posts/318360?pool_id=2948 SWF to a Webm, but the video will not show. (audio still plays strangely enough)
Have you tried using Ruffle in your browser to emulate the flash files?

unfortunately Ruffle is not an option for me because my browser does not support it
however i do notice that some other SWF videos from Tiarawhy have been successfully converted to WEBM

If you are looking to convert SWF to WEBM for the sake of uploading here, you can refer @Mairo's comments on topic #18412, topic #41217, and topic #22535.
They are responsible for most of the quality control on animated posts, including any conversions. They recommend using Swivel for conversion in this case.

Normally, I would, but this is spammy MLP stuff, so no.
Do it yourself with Ruffle, Swivel or just record your screen with Flash projector running.

If it is for personal use or shared outside e621, then it wouldn't really matter.
Derpibooru exsists.
Like that pool already has 19 SWF Flash posts with essentially exact same animation, even with the enlarged max 10 same base posts instead of old 5, some of the uploads would be deleted regardless if uploaded here.
These would need to be uploaded to MEGA or similar and linked in pool description.
i checked Derpibooru and turns out that some of the video/webm files have already been uploaded there

e621 really should implement Ruffle, the compatibility nowadays is great, and they are about to reach feature parity with the last version of Flash

See discussions on topic #22535, or rather, bring your comments over there since it has nothing to do with this current topic.
The problem is not with compatibility, our (only, volunteer) developer is reluctant to implement Ruffle because it will require a downgrade of our Content Security Policy and will need constant testing and patching for security flaws among other things.
