So... I don't get it, how could both tags apply to the same situation? Initially I thought crotch tuft should imply pubes, but maybe I'm missing something.

No, both tags can exist together but you don't imply them together.

Crotch_tuft is a type of tuft (either fur_tuft or feather_tuft) located on the crotch. It is typically just a raised patch of fur that does not visually stand out (i.e., different colour or texture) from the rest of the body. They are not inherently considered as pubes.

On the other hand, pubes are typically hair or fur on the crotch/genitals.

If pubes are depicted on a furred character, it is normally of a different colour or texture from the rest of the body. In this case, it can also be tagged with crotch_tuft.

Thank you for the answer, I kinda get it except for: if pubes are tagged in a furry character, doesn't that necessitate crotch tuft to also be?

Nah cause a furry can be depicted with more hair/pube like pubes rather than a distinct tuft of fur

Not necessarily, since pubes can be trimmed into all sorts of styles that are not bushy or tuft-like.
In addition, pubes can extend down the genitals, the perineum, and to around the anus area, so different tuft locations for them if bushy enough to be applicable.

Also bit related, bushy pubes has been aliased away to just pubes, so there's no way to search just two strands of hair above genitals, full on jungle or anything in between, even though there's lots of kinds of pubes.
