It may have at one time, but it doesn't anymore. Tags that were like questionable_anatomy are defunct, so I think that's precedent for not using that definition.
I feel like it's natural to expect that anatomically_inaccurate is way more broad than mismatched_genitalia but maybe I misunderstand the tag

It's supposed to be the opposite of anatomically_correct, another badly named tag.
