The JPEG one has more compression artifacts and a glitch at the bottom.

yeah, try to avoid jpegs and if only jpegs are available, try to avoid Twitter uploads if they've got that row of glitched pixels at the bottom.

They can be considered as superior if the alternative "un-glitched" version is of a significantly lower quality than the "glitched" version, see my rejected replacements.
If the differing brightness is like an artist making one version that is just easier to see the details in and the other is at night or something similar, then those are two different posts
