IIRC, videos from verified accounts are off-limits since the person/people controlling the account gets revenue from views. Much like how comics from comic hosting sites are off limits when the artist gets ad revenue from views. It's allowed if you can find a copy from elsewhere that doesn't earn the creator revenue, but not if it's the only public source.

From my experience, Youtube seems to be more of a grey area. The Helluva Boss pilot episode was approved, and the Monkey Wrench series pre-takedown as well as these two pilot videos I uploaded were approved as well, but the HB series proper and the Murder Drones pilot are apparently considered monetized or commercial content.

hmmm how do I understand if it's paysite and monetized or commercial?
also I still trying to upload it but the converted into webm file in original resolution is exactly 2 mb bigger that maximum file size possible (100mb)

hold on how did you actually managed to upload it? I mean is it really fine that you downgraded the resolution from HD to 1280x720 so it would fit within 100 mb cap

if it comes from a place where views not received would hurt their revenue it shouldn't be uploaded. that's why webcomics in which advertisements on the web comic page would grant them money are not allowed.

it seems that the youtube video is from an account who makes money from their videos. by posting it here you would be potentially costing them on earnings, as they wouldn't get their views and their money from viewers watching ads.

i just used the monetization checker and it says that the video is NOT monetized soooo... I can?

They may appeal it at any point in the future to get it monetised again.

If you want to be truly safe, just ask for their permission to repost it here.
Showing proof of their approval would supersede any rules against posting "commercialised" content such as this.

By messaging them on their profiles. Either on Youtube (their email is listed under "More info" on their channel description) or their Boosty.
It would help your chances significantly though in getting a response if you know Russian.

If you can't be bothered or do not get a response, you can try rummaging through the search results and finding any alternative sources that the artist posts to that are not commercialised. It may be on some obscure Russian site, if they did not choose Youtube as their sole publishing site.
