The tag implication #67213 outdoor_nudity -> outside has been rejected.
Reason: outdoor_nudity tag (15k images) is explained as "a situation where one or more characters appear to be mostly nude or completely nude in an outside setting."
Seems reasonable that the outside tag should be implied.
Also,
the same should probably be done with indoor_nudity -> inside

i'd hazard a guess that it's because an image might feature outside_nudity but technically be inside. (IE the pov is from the inside of a house and the nude character is outside the window)

Yeah pretty much this, inside and outside are the perspective of the image and outdoor_nudity is the perspective of the character. These usually, but don't always, line up. The outside_sex -> outside implication has been shot down multiple times for the same reason.
