When I make alias requests, I'll try to understand the tags that have never been used shouldn't be aliased to a particular tag.

You don't need to create an alias request if you think you can fix it manually by clicking on every post tagged and changing it to the right tag.
If you think there are too many posts tagged and it would be faster to fix through an alias request, then go ahead and suggest it.
The most basic way of finding out if a tag is worth aliasing away is to see if it was ever in use.
Typing in the tag into the search should show you how many posts are currently tagged with it.
In addition, using the Post Changes feature can show you who tagged it and how many times a particular tag has been added (by adding the tag you want into the "Added Tags" section in the Search Options).
If it was mistagged multiple times by multiple people, then it would be a good idea to alias it away.
