Tag subscriptions were a thing of the past reserved for Privileged+ members, but it got removed because it wasn't working properly for years.
Now, you need to use a third-party script, such as RE621, to get tag subscriptions.
If you use an RSS reader, you can turn any search into a feed you can subscribe to with the URL https://e621.net/posts.atom?tags=. Just add the artist's tag at the end.
I've been using this for years to get notifications for new images in pools for in-progress comics by searching for pool:<pool-id>.
