The tag alias #76138 -> domestic_cat has been approved.

Reason: 猫 means cat.

I don't know if this is a thing we want to be doing, having tags from other languages alias to English. This could be very useful for users who can't speak English, but could also become a total headache.

I don't think that this should be pre-emptively done, but if a tag is getting used then sure.

It should never need to be preemptively done, non-ascii tags cannot be created anymore

Fair enough, but I was thinking more along the lines of non-English in general.
