This is pretty much the reason there are very few tags we consider truly mutually exclusive.
The thing is that OP makes a perfectly valid point though. Because it's optimizing the user search experience. If you want one thing and know to distinguish it, you should be rewarded. Because yes, they can and often do mean the same thing, but the choice of words has differing desires. This scenario is really specific but No_shoes means you want to see everything that's in between someone not wearing shoes(footwear) and someone wearing nothing on those footsies
