I think this is a bit too ambiguous about whether it's for one type of genital turning into another (e.g. a humanoid_penis becoming an equine_penis), or someone turning into genitals (e.g. cock_transformation). This kind of usage also creates ambiguity with other tags, e.g. feral_transformation is for a character transforming into a feral, but genital_transformation isn't for a character transforming into genitals. anthro_transformation is for a character transforming into an anthro, while foot_transformation isn't for a character transforming into a foot (or is it?).

do you think it might be best to just alias all of these tags over to a form more like transformation_into_<x>?

For the ones meant for that, probably. The rest (foot_transformation, genital_transformation, etc) I'm not sure about what to do with; I don't savor the idea of having transformation tags for individual body parts, since a transformation usually implies the whole body changing, and I don't think they can be easily restricted to instances of just the thing transforming and not anything else, people would be too eager to tag it when it's their body part of choice irrespective of a full body transformation.
