In this case "bottom" is synonymous with "penetrated".

In slang, "top" refers to the penetrating partner and "bottom" refers to the penetrated partner, and that's usually how the terms are used here. on_top and on_bottom are based on literal positions, however.

It's not solely an issue with non-native speakers. In some contexts, even to native speakers it can be confusing whether "top" is referring to a character being physically on top, or penetrating another, and similar for "bottom". Which is why some of us want to avoid and get rid of "top" and "bottom" tags where they can be confused for what it means, as they can often get mixed up.

I think that it can still be clear who is the bottom in images where penetration hasn't happened yet or has stopped. It could potentially be argued to apply to certain forms of non-penetrative sex as well.

That will just make it more confusing, having "top"/"bottom" referring to characters that are physically on top/bottom, or penetrating/penetrated, or assertive/passive role.

Agreed. In the confined space of this website in particular, top should continue being exclusively synonymous with penetrating and vice versa for bottom. It also holds the validity of power_bottom
On a related note, do people use service_top on this site regularly? I know next to nothing about how that content looks but it would assumedly also benefit from keeping top and bottom set in stone.

I'd say the opposite, to avoid using top/bottom in reference to penetrating/penetrated as much as possible. We already have and use "penetrating" and "penetrated" plenty, which work perfectly fine. And there are instances where we can't really avoid using "top" and "bottom" in reference to physical positioning (e.g. female_on_top for female characters physically on top of another character, even if they're being penetrated). So it's best to not try to keep pushing top=penetrating and bottom=penetrated in tags IMO, as that's what's causing mixups.
