I'm think that's because the German government has blocked any unrated Steam games from being sold in the region.
The game needs to be age rated by the developers through a self-submitted survey I believe, before they are allowed to be sold in that region.

Alternatively, it could be that Steam had blocked all adult-rated games in the region due to some age verification thing. I'm not well versed in the subject but you can look it up yourself.

This will almost certainly cause your Steam account to be suspended for obscuring your home country to purchase a game not available in your region. It is against their Terms of Service.
