semi-anthro isn't a form. it's a stopgap pseudo-form tag saying that an anthro character has some feral traits or a feral character is has some anthro traits.

Semi-anthro isn't a form like anthro and feral are, it's used to denote a character that's ambiguously anthro or feral. When it looks somewhat anthro or feral but someone isn't completely sure, it's tagged semi-anthro alongside anthro or feral, not distinctly from it. Treating it as another form, aside from increasing the number of pairing tags, will create more confusion since it's only used when there is some confusion with which form it actually is. It would be trying to create specificity and nuance for something that's inherently vague.

Yeah, these are just too much, IMO. The implication here seems to be that semi-anthro_penetrating_anthro should be tagged alongside anthro_penetrating_anthro or feral_penetrating_anthro since the semi-anthro tag is used that way, but that seems bloaty and hardly useful.
