They probably shouldn't imply reptile. According to the wiki for scalie,

Scalie, or scaly, is a generic term invented by the furry fandom for reptiles and other species (with actual scales or not) that have reptilian features, such as dragons.

and for reptile,

Reptiles are animals in the class Reptilia.

It sounds like the intent is that reptile should be for real reptile species, while scalie is for both real reptiles and reptile-like fictional animals.
