Pokemorph is the tag you're looking for:

A Pokemorph is a Pokemon with a body type that is depicted as more human-like than their canon form. In simple terms, it's an anthropomorphized/"furry" or humanoidized version of a Pokémon.

In the Lucario example you provided, the first is tagged as anthro, and the second is tagged as anthro and pokemorph.

... Wow. I feel like I looked a long time for a better fitting tag. I wrote a lot for a solution that's already been made lol

I think it's probably because there's a poor tag consistency for pokemorph. I'll have to try and do my part in tagging it.
