The same issue applies to outside_sex. The usual problem with implying inside or outside is that those tags refer to the position of the viewer/camera, not the characters. So that leads to the really pedantic question "what if the picture is inside, but you can see a character masturbating or having sex outside through a window or open door?". Though, we could also just bypass this issue by deciding that outside_masturbation and outside_sex require the picture to be outside.

If they require the picture to be outside, then they are equivalent to searching for outside sex and outside masturbation aren't they?

Yeah, that's a good point. It would make the tags kind of redundant, so maybe it's best to keep outside_sex/outside_masturbation as referring to the character's position and not create an implication, as we've been doing already.

(Though, it's worth noting that the rare cases of inside outside_sex and inside outside_masturbation are not very searchable, since they're mostly just mistags of penetration/cum_inside, rather than pics taking place inside. A year ago, I created the related tags inside_looking_out and its counterpart outside_looking_in, though I've not put any effort into keeping the tags up to date since then. Those tags might be a bit off-topic though, since they are about the (admittedly vaguely defined) "focus" of the picture rather than sex/masturbation)
