Reason: hand on face is more popular

touching_face itself doesn't imply that a *hand* is touching the face.

that being said, only few posts within the touching_face tag actually have things other than hands touching faces, so it's really just an argument of if the tag is even worth having imo.

edit;; i stand corrected, as a *finger* is touching the face. Although I still think it's redundant to have two tags for the same thing.

See touching hair, touching penis and touching diaper. hand_on_* implies touching_*, as is not aliased to it, as you can touch something using something other than a hand (like with a hindpaw or tentacle)
