How come? Katia's an elder scrolls OC and a very popular one. Doesn't make sense at all to avoid a tag implication when the tag exists to... tag fan characters!

Katia would be a fan_character when she is depicted as a khajiit, but not when she is an alternate_species (to a species not from the Elder Scrolls universe) or when she is being depicted in cosplay.
E.g., a generic domestic_cat cosplaying as Katia would get the katia_managan tag but not the fan_character tag (e.g., post #3071754, post #5260022 if it was dyed_fur/bodypaint).
