Reason: Per e621's definitions, belly generally refers to a rounded abdomen while stomach is the internal organ. Logically, it makes little sense for a character to be looking down at someone's stomach except in cases of gore. All of the images tagged under looking_down_at_stomach show a character looking down at someone's unharmed belly from the outside.

I would agree with you because stomach and belly mean the same, so it would be necessary to create an alias.
