It is rated safe. But there in the left part of the picture, there is a spider humping some sort of reptile.
I think there is something I just never heard of. Because that there's sex in this picture is obvious. And somebody put that rating there (questionable would be the default rating so it isn't just not rated at all).

So what makes this post safe while there is sex in it?

Because while the spider does indeed 'appear' to be humping the character, you can't really tell that it is or not. And...it's not exactly explicit, as it's not graphic.

It just can't be safe. That wouldn't make any sense at all.

Yeah, you're right. It probably should be "questionable" instead of "safe.".

It probably happened because it looks so innocent in the art style, and with nothing graphic showing, someone was probably just moving too fast to realise it was implied sex. I ran into something similar the other day. It looked completely safe so I changed the rating from "questionable" to "safe" at first. Then as I was finishing tagging I realized there was a mostly hidden groping going on hidden under clothing. It even helped to explain the weird face they were making, but it certainly wasn't obvious at first glance.

So it's easy to do with pictures that have something subtle going on especially if it's in the background. Good catch though! I think you understand the rating system just fine, that picture just got mismarked somehow.
