The tag implication #50511 diner -> restaurant has been approved.
Reason: Diners are a kind of restaurant which usually are inexpensive and give off an American style.
There aren't tag implications for any restaurants yet. For comparison fast_food_restaurant and possibly cafe would also suit a general category of restaurant, but bars, food carts and food trucks don't fit the bill according to the wiki:
A restaurant is a place where food is ordered, served, and can be eaten on site. A main component of a restaurant is a dining area with seating, and tables. Some restaurants hire waiters to take, and handle orders with paying customers.
Diners and fast food restaurants all generally have sit-down areas to eat in. Food carts and trucks don't. Bars have seating but generally serve drinks, not food (it's a similar albeit arguable case for café).
I can't think of a case where somebody would consider a given diner to not also be a restaurant.
(I didn't see any prior art/discussion on tagging restaurants and implications. Sorry if also bringing in other tags isn't generally welcome in a request form like this! I'm mostly new to the forums and tag implication requests.)
