Reason: panty_bow is being used for the purposes of bow_panties and is minoritary. Simply editing the posts to bow_panties may still leave unaware users tagging panty_bow instead depending on how they search for what tag to apply.

I fail to see how the tags are different in any meaningful way, wouldn't an alias be better rather than having both tags?
