The implication does not consider other non-clothing objects (e.g., pasties) or substances (e.g., goo, slime) that form a visible camel toe.

Annoyingly, I've seen camel_toe on clearly visible labia with no panties in the way. And it's not always due to copypasta on the tags from multiple uploads, apparently.
