Reason: Alias the less-popular singular (1) to the more-popular plural (188).

They both mean the same thing - a cuff around a character's thigh, usually for bondage purposes. The one image that is tagged thigh_cuff actually shows two of them, so it qualifies for thigh_cuffs.

Normally I would propose it the other way around (plural to singular), but I proposed it this way since the plural is so much more common. Also, similar tags (wrist_cuffs, ankle_cuffs) are already plural.
