Reason: I don't see why these two tags would need to be separated, flirting has more usage.

Bad mix of seductive and flirtatious. Should just do away with it, but flirting might not be the best place for it.

They could be seen as equivalent. Being seductive is a form of flirting/being flirtatious, and being flirtatious is seductive to some people.

True to some degree, and flirting -> seductive could make for a good implication. Hard to flirt without acting seductive.

...maybe imply this to seductive instead. Should be valid in most cases, whereas not all of those are actively 'flirting'.
