Is there any way to combat this/report them?
Tried talking to them and I just got blocked, Dood =T

Use this form to have your work DMCA'd from their page. Unfortunately you can only do this for content you own.

Really shocking this could happen in the first place and
even more of a shame that I can't DMCA the other
pieces they've stolen and are selling off as their own work.

DMCAs can only be enforced by content owners, which makes sense legally, even if it's frustrating. The most you can do there is contact the actual content owners about it and the rest will be up to them.

And wish I could do more but, with me blocked
by them, getting the link to the individual posts
that they've been stealing is gonna be tricky.

Report this behavior when and where ever you can,

I'm not really sure how Instagram works but I can see their posts, perhaps using an Incognito session or logging out of the blocked account might allow you to see them?

Oh, Works with a twist. I can't directly see them from their page without an account but,
if it's recommended from a link from one of the stolen submissions I can see it.

You could go undercover and make an entirely new account, but I don't know how strict Instagram is with their filtering systems. Still, it's worth a shot
