There's a definite resemblance in style and also their username format, so it seems plausible.
But I can't seem to find an official link or any image that was posted by both. There might be one, but it's not very obvious or easy to locate. So I'm going to reject it for now. But feel free to re-suggest it again in the future if/when better proof has been found to link the two as being the same artist.
There's no smoking gun, so to speak, but I did find a post on the Yoink 0 Twitter that featured characters seen on the Sc00ter 0 Twitter. However, those are the only real links I could find. Unless something better pops up, I'd have to agree with furrypickle's decision.
