Reason: The definition of frilly in its wiki article starts off with "(of clothing)", so having both frilly and frilly clothing is redundant. frilly_clothing is less ambiguous than frills.

frilly_accessory implies frilly too - which is implied by things like frilly_hairband. It's a case of the wiki being not exactly correct.

A hairband is not counted as clothing, but if this is accepted the implication chain would end up adding clothing to posts that only contain a frilly_hairband.

I'd imagine the frilly tag could also be used on other non-clothing objects like a tablecloth or a pillow
