Those two don't seem to be the same.

From the touching_penis wiki:

A character that is touching a penis in a way that is difficult to consider as holding or grabbing. Examples include a character gently resting their hand on top of a penis, or using their fingers to caress or stroke one.

That tag has two penises touching, but there's also things like these

penises_touching would be a sub-category of touching_penis if anything.

penis_on_penis would be the same as penises_touching though.

Also not the same thing. penises_touching is more like frottage, where two penises are making contact, whereas touching_penis includes things like penis_grab and holding_penis.

I read all threads and check the tags myself before approving or denying requests.
