Yeah, that would need to be done first before this, or else it would clash.

One downside of BURs is that you cannot sequence them or have two changes on the same tag (i.e., unaliasing and realiasing) in the same BUR, so you would need to create 2 different BURs (or 1 BUR + 1 alias) to complete it.

That's actually not true for normal alias requests like this.
This is one of their upsides over BURs – while a BUR would not let you do something like this at all, an alias request will update existing aliases and implications automatically.
