Forms don't imply base form so that you can find images like this. If you see images incorrectly tagged with the base form when it's not present, remove that tag.

I see people say this a lot, but we seem to have a lot of implications that also seem to violate this:

Are these exceptions? Do they need to be removed?

Those are all pokemon that were introduced with named forms, as opposed to pokemon who were introduced as themselves and then given alternate forms.
Notice that Mega Metwo X/Y only imply Mega Metwo, not Mewtwo.

In otherwords, taken the given examples, there is no "shaymin" form. There is no pokemon that is just "shaymin", it must always be either sky_forme_shaymin or land_forme_shaymin. You can't find a shaymin that's not also one of those (if you see any shaymin without one of the forms tagged, it's missing the proper form tag). The same goes for mega mewtwo (it must always be either mega mewtwo x or mega mewtwo y), xerneas is always in active or neutral mode, a giratina must always be either origin forme or altered forme, and deoxys is always in one of normal, attack, defense, or speed forme, etc.

In contrast, a pokemon can be just Necrozma, which is distinct from Ultra Necrozma. Having Ultra Necrozma imply Necrozma would be like having Charizard imply Charmeleon.
