Clothing that's been discarded isn't necessarily on the floor, and clothing on the floor hasn't necessarily been discarded.

Could be folded clothes that sit on the floor due to a lack of dresser, or clothes could be discarded onto a bed or desk.

Discarded_clothing can be flying in midair for all I care and it doesn't need to be on the floor (e.g., on the bed, dresser, ceiling fan, etc.).

These two are definitely not the same thing, but I'm thinking there should be something that they both imply to. Some sort of umbrella tag that covers all clothes that aren't being worn. clothing -clothed is useless.
