The tag alias #56648 ちゃば -> chaba has been approved.

Reason: (Hi, there. Please forgive any transgressions in etiquette and formatting, this is my first request.)

"chaba" is a romanized form of the provided onsite username. This name is used on the artist's Twitter pages - in kanji for their account used for posting Pokémon fanart, and again in kana for their account focused on original kemono artwork. It is used on their Pixiv and is referenced on their Skeb as well.
My understanding is that romanized usernames are preferred practice on e621, as a matter of accessibility.

Yes, this seems correct.

However, maybe it would make sense to alias both ちゃば and chaba to otyappa2_ori, since that's their account name on Twitter and Skeb?

You are very right in suggesting so. I would also suggest to add otyappa2 (as in the Pokémon Twitter account) to this list if it does not create needless redundancy.

My initial idea was to suggest a BUR, but talked myself out of doing so (hesitated on thinking that I could write the script correctly). So instead, I focused on moving away from the kana tag. Your proposal is definitely a superior option!

Chaba seems to be the name on pixiv and the Twitter name. Do Twitter @ handles take precedence?

Not really. Usually, the most common name is chosen.
Here, chaba is used on Pixiv and one Twitter account, while otyappa2 (and its otyappa2_ori variant) is used on two Twitter accounts and Skeb.
But either one works.

Does ちゃば / chaba have a special meaning on its own? That is, it's not a commonly used word?

The kanji on the otyappa Twitter account (茶葉; reading is ちゃば/chaba) indicate that it refers to tea leaves. There isn't precedent for this word or concept to have any more significance or importance than it does in English.

I was more concerned with other artists potentially using the same name.
But it does not seem to be the case, at least not on e621.
