I disagree, since it is possible to target a single building without the rest of the city in aggregate.

not sure i understand - would your example be (properly(?)) tagged city_destruction or building_destruction? if the former, wouldn't an implication to building_destruction make sense?

You don't really see actual buildings getting destroyed in some cases, only the roads or city fringes experiencing destruction (as evident by debris getting kicked up, but no building collapse).

No, the implication wouldn't make sense, because there is a difference between destroying a city and destroying >A< building. Primarily, the implication of destroying a city would imply the presence of a mega-macro or greater, whereas a more modestly sized macro could not cover such a vast area to destroy an entire city at once.
