EDIT: The tag implication nipple_fingering -> nipple_penetration (forum #318286) has been rejected by @gattonero2001.

According to the penetration wiki, fingering does not count as penetration.

I don't either, it's an umbrella tag for any type of penetration yet it excludes penetration by finger or fist. If it was decided to be changed it would also have to be changed for tags like anal_fingering, vaginal_fingering, etc.
