Unfortunately right now small_pred being aliased to invalid_tag seems to make me unable to submit a proper tag alias request.

You can do that with a BUR.

First you will need to unalias small_pred from invalid_tag:

unalias small_pred -> invalid_tag

Then when that BUR get approved you make another BUR to alias it to smaller_pred.

alias small_pred -> smaller_pred

You can also put the forum topic at the assigned field to make the BUR appear here, I'm not sure how that works tho, I think you can just put the number of the forum topic there: 30873

I'm already handling a similar issue through the BUR in topic #30788, which will change the tag format once approved, dealing with your problem as a side effect.
